Capability status for each module is tracked in `CAPABILITY-REGISTER.md`.

## Optional materials foundation

Where Materials is enabled, the manual material register and history use the existing organization
and site access rules. Site-scoped decisions are excluded from history while multi-site is off; a direct
history request does not bypass the same boundary applied by the register.

Status and release information must be interpreted at its effective time. This release tightens that
consistency; it does not connect the register to live inventory, enable features for every account,
or grant new material-release authority.

## Availability by account and role

Reference documentation describes supported workflows, not an entitlement to every module.
[Settings](/invariant/reference/settings) describes optional imports, invitation visibility, sites,
and categories. [Training](/invariant/reference/training-management) distinguishes matrix viewing
from curriculum management. Existing permissions and disabled-feature states remain in force.
